If you have 2 fans and no air in the system then it sounds like you have a bad thermostat.

That's assuming your fans are blowing air in the correct direction, there isnt anything restricting the air flow and there isn't any thing restricting the flow of the coolant.

it is a new radiator the radiators I have r pretty much mint

easy way to check the thermostat. if one hose stays cold after the bike is completely warmed up, then it bad thermostat.
if both hoses eventually get warm...its not.

You can have two hot hoses and a bad thermostat.

take it out suspend it in a pot of water on the stove and test it, all you need is a good thermometer

between 58 ∼ 62�C (136 ∼ 144�F) it should open

I have fixed overheating 636 in the past by swapping them out, they do go bad sometimes
