i wanna try and design my own wrap

i have photoshop cs5... do i need anything else? the print place said i need a vector file does photoshop save in vector form?

Save it as an illustrator file. Then it will be vector upon output. If that's not what you are asking then give me more details.

thanks fella's..... when i finally figure it all out and get something decent i wanna try to send it down to the shop as complete as possible to keep to keep any design fees down

That doesn't automatically make it vectorized.

Paul, it's not about saving in some vector format, it's about designing in a vector format.

Vectorized graphics is a concept, where you use geometric primitives to draw as opposed to just setting the color of raw pixels. Therefore, since everything is described through a series of mathematical equations as opposed to a static set of pixels, you can easily scale the drawing to an infinite resolution.

So, Photoshop has some ability to work with vector graphics, but Illustrator is the tool you're looking to use here.
