I watched the whole video,
In my opinion the worst fail happened at the police academy.
They should have discovered the issues that this cop has
(probably from childhood beatings) lurking in his subconscious!
He was bullying that guy. Taunting him, looking for confrontation.
The first cop should have taken control of the situation in the first 10 seconds of the event.
He should have put that man in cuffs and sat him down on the curb and questioned him!
The way he was supposed to be taught to do in the police academy!
There would have been no flight, fight or beating that way!
Then if need be, he is under control, or let him go with an apology.
You never know what a person stopped for questioning will do.
That is why there is procedures put in place to help control things.
Cops have a hard job to do, But they need to do it right!
Many mistakes were made there, by many people.
