Is this why my handbrake sucks!?

So I finally got my hohey 4piston bracket super excited go to bleed it finally get good and after using it a bit it feels strong but not as strong as people make a 4piston seem. I'm using a r6 master. Also noticed my rotor looks like this I'm thinking the rotor is shit and not getting full contact ... What I guys think?
