You're talking about using a program to try and programatically trace your raster image and make a vector image of it. That is not an exact science, and is open to many edge-cases.

Maybe that's a common approach for softball team logos, or an option for insistent customers when you're running a business, but if you're designing your own art from scratch there is no need to create a rasterized image and then have your printer try to convert it to a vector image. One, you're going to pay more to have your printer try and do what you should have done in the first place and two, you're having your artwork transformed by your printer and who knows what his quality standards are.

Bring in a vectorized file and get exactly what you want and created, printed.
