Paul, it's not about saving in some vector format, it's about designing in a vector format.

Vectorized graphics is a concept, where you use geometric primitives to draw as opposed to just setting the color of raw pixels. Therefore, since everything is described through a series of mathematical equations as opposed to a static set of pixels, you can easily scale the drawing to an infinite resolution.

So, Photoshop has some ability to work with vector graphics, but Illustrator is the tool you're looking to use here.
