changed the entire harness with no luck, all fuses good and bulbs are good, where else do i look?

hmmmm i had the same prob, i eventually just found another wire that was hot and ran the lights to that, checked the fuse couldnt figure it out, good luck

split the throttle housing, there are 4 pins sodered to a plate, it very common that they come unsodered, one of them is in the headlight circuit

yup one of these were off, fixed it, still no power, the high beam light is always on........... dont know why

ok just want to clarify.. the high beam is on all the time, and the low beam wont come on at all?

ok there is no power at the bulbs, the high beam light is always on on the speedo

Ok. If you have 12 volts at the fuse, the power line splits after that. The low beam line goes to the starter switch and the high beam line goes to the high beam relay. The two circuits dont share anything besides power and ground, so since youre having the problem with both lights, its probably not gonna be related to the switches.
The tip over sensor uses the same ground wire as the headlights, so if the bike runs then its not the ground wire. Unless.. the ground wire is cut on the main harness side of the plug to make it easy to jump the TOS.
Lemme look up the circuit for the high beam indicator light on the gauges, maybe thats a clue.

The white wire only goes 3 places. The indicator light, the high beam switch, and the high beam relay.
The indicator is an LED i think, so that would rule out power going the wrong way through it.
The high beam switch is a dead end when on Lo, so thats easy to rule out.
The headlight relay does have a full time power source going to it, but even if the relay failed, that power wouldnt go out the white wire.
Are you 100% sure you have the different sub-harnesses plugged in to teh right spots? There are 3 of them with 12 pin plugs and 2 of those 3 have the same color plug if i recall.

yes the plugs all look right, i have the tip sensor wires cut on the main harness side and spliced together...... would that affect anything????

yes. that green wire is the ground for the headlights
