the silver part is your compression adjustment i believe the small piece on top with a screwdriver slot is a seperate adjustment i think is your rebound, when they put seals in or rebuild forks they back off all the adjustments to make it easier to compress down. thread the silver part all the way in slowly then back out to make sure both of them go threw all of the adjustment process. do the screwdriver slot first it should turn and click every quarter or half turn all the way till it stops then back it out again. looks like he loosened everything and left um that way

So what do I need to do to get them right?? Get them taken apart an re done in guessing

The part that is sticking up is your preload, they are simply set to minimum preload. If you turn them in you will be adding preload to your springs
There is no need to take any thing apart, you just need to adjust them. You need to figure out what each adjustment does so you understand how they work and so you can set your suspention up to your liking.

^^ exactly, kinda what i was sayin but thats pretty much it. unless they dont thread in all the way or get stuck then theyd have to be pulled apart but looks like they just need to be adjusted. bet your bike is riding like shit right now and soft as hell up front with fast rebound

think of it this way. if you turn them big silver things (preload adjusters) in, your front height increases. if they are out like they are now, the front end lowers. adjust them to your liking.
the compression and damping generally sets the speed at which your suspension compresses on the way down and dampens on the way up, in that order respectively. if they were put together wrong when you go to turn thempreload adjusters(big silver things) in(down) they will only go halfway or so and bottom out the threads. hope that helps.

of course progressive springs might change that equation slightly.
