the lower fork tube is coated black, DLC or Diamond-Like-Carbon coating is harder, slicker and more durable, alot of the newer dirtbikes come from the factory with dlc coatings on the forks.

Looks like straight candy blue with a chrome base coat? Thats a classic color, I usually add flake to the candy colors to give it more pop or even a metallic base instead of chrome...
