I think what he meant was that fact that these gangs are on the radar and deff don't run our country or are gov't like they do elsewhere. They are deff around but most of our gangs are doin stupid petty shit like stealing or drive-bys, but they end up getting caught cuz of a near by security camera or the extra push from our media or sumthin along those lines. In Mexico, they can't bust those people and throw em behind bars cuz the person that does that, will get their heads sawed off. Our gov't doesn't take shit like that, we sumwhat have a spine.
