Wanting to buy r6, 636, F4i

I've got a rolling chassis r6 if you want to build a bike. The motors in it, but it needs a few pieces. Its a European model so i don't have the title. The guy imported it in when he came back from being stationed over seas. I was told you can get the title, but it costs 500 bucks or something like that and a ton of paperwork. Not sure how that works though.
