There is actually servo motors and sensors on throttle bodies. Especially on the 04-05 gsxr 600's they have an issue with the secondary butterfly valve actuator. It fails on many models and if not working properly it wont allow the bike to rev very high because the secondary butterflys will stay shut. To solve this issue you can either remove the the secondarys, or there is a little lever thingy on the right side of the t/b that you can manual move to open the butterfly valves, thats what i did when mine went bad, sometimes they would pop closed and the bike would run like total shit. But ya, t/b can definetly fail due to electrical problems/ being dropped/ or even manually moving the butterfly valves with your fingers (you dont want to do that).. But i also had a feeling that the two t/b's got switched up from the beginning.
