Ok. If you have 12 volts at the fuse, the power line splits after that. The low beam line goes to the starter switch and the high beam line goes to the high beam relay. The two circuits dont share anything besides power and ground, so since youre having the problem with both lights, its probably not gonna be related to the switches.
The tip over sensor uses the same ground wire as the headlights, so if the bike runs then its not the ground wire. Unless.. the ground wire is cut on the main harness side of the plug to make it easy to jump the TOS.
Lemme look up the circuit for the high beam indicator light on the gauges, maybe thats a clue.
