I dunno who's right or who's wrong here, but one thing came to mind about options. Instead of stickys or "blacklist" forums, just add a tag to their user profile that shows up to the left of any post they make in red letters saying "banned seller" or "banned buyer". That way you don't have to read thru a thread or long lists, it's right there on their shit.
