I just changed it. Now any new member can immediately view the classifieds and they can PM sellers. It's up to the seller to decide if they want to trust someone new to sell something to.
And now new members need at least 100 posts to create or even reply to threads in the classified section. This will keep people from just posting 10 random posts. 100 should keep the user around long enough to at least build a little bit of a reputation and history before selling anything on here.
