I'm not in the Army, but I work for the Army, kinda. I'm a contractor. Anyways, I have to have an msf card to ride on base, so I went through the basic rider course offered on base... My understanding is that in the military, or at least the Army, you have to get permission from your CO to take the class. What that does, is basically makes it harder for you to ride in the military if your CO doesn't want you to. Also, keep in mind that my base is well known as a training base; we may not have boot camp here, but by GOD we have schools 
Of course, you have to have an msf card to ride on ANY military installation nowadays.
Just get the zip code for his duty station, and go to the msf site to look it up. At the very least, they should poc information.
