.22 and 9mm are about as cheap as you will find if you are just plinking.....
.....if you want accuracy only and knockdown power doesnt matter much, a Ruger Charger is a good option and can be had in a couple different calibers.
Typically a longer barrel equals better accuracy and that follows true to a point, but quality also comes into play. I've had a ruger .45 with a 5" barrel and compared it to my Taurus PT145SS with a 3" barrel and my Taurus groups tighter, but the quality comparison isn't even close!
I've had great luck with Taurus handguns, but Kimber, Colt, Kahr, Sig, Beretta, and Glock are all great options as well. Most any 1911 is a good option as well.
