Maybe I'm missing something but why can't u just put fully adjustable clipons on to the side of the fork and raise them up a few inches and you'd have same result. Your clipon bar would be derictly over ur forks

if i'm picturing that right, that would still render anything above the fork unusable for control (brake master,etc) mounting purposes, so the clip on would have to be really long to accomodate that stuff.

i'm no engineer so bear with me. simplest design i can think of..imagine a convertibar with an offset bend in the riser. i'm sure their are way better ways to engineer them, or maybe not, but i'm just throwing that out there to give you an idea.
