That was already illegal here in ny, state wide. Its Reckless Driving, its a misdemeanor, which means they can charge you on private property, as long as public vehicles can enter the area. They hit me with it in a lot once, and it stuck in court. To beat it, the lot has to be completely fenced off, cones arent good enough, portable fencing is.

I have mixed feeling on pointless engine revving. On one hand I dislike it, but I dont think its the govts place to do something about it.
