I may just be wrong wit this . But I think the question and answer he's wondering about is. By what you are advertising as a frame that would be able to be titled. Means if he buys a Badass frame he can rest assure that going to DMV to title& register the bike is all that would be required. And it would NOT be necessary for a DMV inspection in order for a buyer to legally have the frames in question to be registered for street use/purposes?
