It's a steel frame so there is no title. It's considered a custom build so you can take the paperwork down and get it inspected. Then you can get it titled. Check with your state to see what you would have to put on the bike (signals headlight horn etc)

i just meant maybe it was a titled frame before it was chopped and he still had the front and title
