If you have confirmed it's a lean condition at idle then no this wont be the problem, but if you are just guessing it's lean from the symptoms then yes it very well could be.
Like I mentioned above, they most commonly just stop working all together, but occasionally they will run like crap at low idle, but run fine above a certain rpm.
Don't go out and buy a brand new one if you don't have a spare, but if you do, it's a 5 minute swap that will at the very least eliminate it as the problem.
