i hope so... here in RI you have to have legitimate reasoning to apply for the permit. got a buddy that went through it. had to make the claim (which was legit) that he worked at a trucking yard and would have to answer calls and go to the shop in the middle of the night.
i lived in UT for 4 years. $50 and you are on your way with a permit out there... not so much here. hopefully this will pass
