Its the processor. They have ported Siri to the 4. It doesn't recognize on apple servers, but it runs pretty slow from what i've heard.
I would say they may open it to the iPad 2 because its the same processor as the 4s.
and yeah basic voice control has been in iOS for a little while, just not quite as in depth as Siri and the word recognition is lacking(Much like most android comparisons)
