It's simple. Deny their benefits. If they cannot thrive and prosper in regular society and they cannot follow the rules you put them down.

I think the whole "this is the environment they were raised in" thing is BS. I was raised in it. You either wanna live in that or you get the fuck out one way or another. Either your a lazy shit or you do something about it. Take their kids and put them in foster care or with (if they have any) decent relatives. A crackhead is always a crackhead. Yes its someone elses mother, brother, sister, lover...but they will always be a piece of shit.
