Need 04 RR title

Yeah man. I had my jeep's title in Colorado turned into a rebuilt title by just having the state troopers inspect the VIN but in Alabama you have to personally have a rebounders license and rebuilders insurance. You aren't allowed to give it to a rebuilder either, they have to buy it then you buy it back. So it's hard as fuck.
