It's a throttle stop adjuster. It's adjust where the throttle stop is which adjust the plate position although only slightly . You will not see the plates crack open because the entire plate and stopper reposition together as one. Not 100% but manual calls it a throttle stop adjuster. Anyway nice mod on the 2 nd idle Paul
