Why does it matter how much the springs are torqued, I thought it doesnt make a difference since they bottom out.

The torque spec on those bolts is probably really low and I bet they are probably over torqued anyway. You just don't wanna snap that bolt off in the basket. I think the problem is with your cable adjustment. That or you had no free play in the cable and smoked it already
