you want at least a 2.8 aperture lens for low light, 1.8, 1.4 and 1.2 are even better, although 2.8 is lowest most zoom lens' will go. At least with canon.
Lower aperture, higher ISO, let as much light as possible into the cam.
The other alternative is shoot with a flash.

i use the t2i, with a sigma 17-70 2.8, and its so much fun to use! bought it used for $250, red $5-550. Great all around lens, but def want to try out a prime.

Here's a few things that may help you with shooting at night:
1.) Since the T3i will disable auto focus when focus can't be achieved. So in situations where it's dark, you'll actually need to turn off your auto focus in order to capture the shot. You can do this by switching the AF/MF switch on the lens to "MF".
2.) To prevent blur you'll need to mount the camera on a tripod.
3.) You'll definitely need the assistance of a flash to capture moving subjects at night.

sunpak 622 pro system head flash (2 at least) a quantum turbo battery pack, a Qflash and some pocket wizards and a light meter.. you will get the most unbelievable night shots especially for stunt shots...

Any low light situations, you'll have a good time focusing. hah
If the sensor doesn't get much light, focus will be really slow. If you have light assist, turn that on. A lens with a larger aperture will help focus faster, but this also depends on the camera body and the lens auto focus mechanism.
